Conclusions and Recommendations Upon analyzing the existing conditions of the study intersection, it is recommended to implement improvements to maintain acceptable future operating conditions. Discarded mitigation measures: Prohibiting left turns from eastbound Elm Street to Union Road: Motorists originating their trip from Ramapo Commons would have a circuitous one (1) mile route via Twin Avenue to Maple Avenue to Union Road in order to proceed in a northerly direction. The existing railroad line between Twin Ave and Union Road is a physically prohibitive travel barrier. Implementing an all-way stop condition: This alternative would allow Elm Street motorists to enter Union Road in a safe manner but would have a substantial negative affect on Union Road LOS. Also, the proximity of Anthony Drive poses a challenge on how to effectively and safely implement the all-way stop. Connect Elm Street with adjacent roadways: Connecting Elm Street to Clayton Drive, Trumper Road, and/or Neil Road would relieve some of the congestion/delays experienced at the Union Road intersection. This would likely be met with negative reactions from the current residents of these streets. As summarized in the capacity analysis, the Existing 2024 LOS for the current two-way stop control intersection indicates failing operating conditions of LOS F for the eastbound Elm Street approach during both the AM and PM peak hours. An all-way stop control intersection was also analyzed to determine its feasibility at the intersection. Implementation of all-way stop control results in failing operating conditions of LOS E for the southbound Union Road approach during the AM peak hour, and LOS F for the southbound Union Road approach during the PM peak hour. Due to the failing operating conditions and the proximity of Anthony Street, an all-way stop control intersection was deemed not feasible and discarded. In addition to recommending the installation of a new traffic signal at the intersection, it is also recommended to improve the existing geometry of the intersection. Anthony Drive is currently offset approximately 50’ south from the Elm Street approach to the intersection. It is recommended to realign the Anthony Drive approach to bring the minor approaches to the intersection closer as well as reduce the pedestrian crossing distances for the recommended crosswalks at the intersection. Additional improvements to the intersection consist of providing two-way driveway access for the adjacent residential driveways on Anthony Drive at the southeast corner of the intersection. The residential driveways currently outlet into the middle of the intersection, providing access along Anthony Drive will allow safer entrance and exit for the residents. There are currently no sidewalks provided along the southwest corner of the Elm Street intersection, therefore it is being recommended to install sidewalks in this area to provide a logical pedestrian origination/termination and connect existing sidewalk segments.
