The mission statement of the lepc is "To enhance community resiliency and protect the enviroNment from hazardous materials incidents through planning, preparation, and communication between citizens, businesses, and goverNment."

What is a Local emergency Planning Committee?

  • Local Emergency Planning Committees were established under the Emergency Planning and Community Right-to-Know Act. LEPCs are non-profit community organizations that must include in their membership, at a minimum, local officials including police, fire, civil defense, public health, transportation, and environmental professionals, as well as representatives of facilities subject to the emergency planning requirements, community groups, and the media. LEPCs must assist in the development of emergency response plans, conduct annual reviews at least annually, and provide information about chemicals in the community to citizens. 

what are the required elements of a community emergency response plan?

  • Identification of facilities and transportation routes of extremely hazardous substances.
  • Description of emergency response procedures, on and off site.
  • Designation of a community coordinator and facility emergency coordinator(s) to implement the plan. 
  • Outline of emergency notification procedures. 
  • Description of how to determine the probable affected area and population by releases.
  • Description of local emergency equipment and facilities and the persons responsible for them. 
  • Outline of evacuation plans. 
  • A training program for emergency responders (including schedules)
  • Methods and schedules for exercising emergency response plans. 

the berrien county lepc meets quarterly. meetings are public and any interested community members are welcomed!

When meetings are held at our Health Dept Campus (2149 E. Napier Ave), they will be in the Berrien County Conference Room.  When they are held at the Administration Building (701 Main Street), they will be in the Commissioners Board Room.
