The OpportunityThe Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City’s infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.

Under the supervision and general direction of the Senior Wastewater Optimization Engineer, the Wastewater Optimization Analyst position conducts technical research, analysis, modeling, testing and evaluation and modification/refinement of existing and new chemical and wastewater processing methods, products, equipment and technologies to improve facility efficacy and effluent quality. This position coordinates pilot programs and studies; assists with procurement of new products; develops and updates Standard Operating Procedures (SOPs) and work protocols; coordinates in-house training on new processes and equipment; and prepares reports, recommendations, memos, presentations, project and business plans. The purpose of the position is to support the safe and efficient operation of the City’s wastewater facilities through process improvement and sustained adherence to legislative and regulatory requirements. Overall, the position supports the continuous operation of the wastewater infrastructure, equipment, and systems to ensure the safeguarding of the health and safety of the City of Barrie, the residents, and the surrounding community.

Education (degree/diploma/certifications)
Four (4) year University Degree in Environmental, Biological or Chemical Engineering, Biological Sciences, Biochemistrty, Environmental Sciences or equivalent
Completion of Wastewater Collection Operator-in-Training (OIT) from the Ontario Ministry of Environment, Conservation and Parks (MECP)
Completion of Wastewater Treatment Operator-in-Training (OIT) from the Ontario Ministry of Environment, Conservation and Parks (MECP)
Eligibility for and willingness to obtain advanced levels of MECP Wastewater Operator Certification aligned with City Wastewater infrastructure/plant classifications

Experience

Our Liquid Waste Services Department is seeking a Division Manager, Wastewater Treatment Plant Maintenance who will lead the growth of the division. Metro Vancouver is expanding/upgrading several of its treatment plants in the next 10 years. The systems are growing and the maintenance division needs to meet their changing needs.

You are an analytics driven manager who will optimize the performance of your team and has experience in industry best practices. You are a collaborator and a mentor who will help the workforce grow.
The Division Manager, Wastewater Treatment Plant Maintenance reports to the Director. This role:
• Manages the delivery of comprehensive maintenance services to the Liquid Waste Services (LWS) department. Liaises with other departments and organizations to deliver reliable and cost effective maintenance services to the wastewater treatment plants.
• Liaises effectively with the Division Manager, Field Utilities and Water Treatment Maintenance and works to ensure maintenance practices are consistent across the two maintenance divisions.
• Accountable for the Maintenance Division’s budget preparation and reporting and ensures appropriate allocation of costs. Monitors and controls spending to ensure effective and efficient expenditures within the approved budget. Develops long range maintenance and capital financial plans.
• Adopts maintenance best practices and technologies which provide value and effectiveness; ensures work programs and priorities are completed; determines required resources; allocates, adjusts, and manages resources according to priorities; provides high-level direction for improving maintenance and optimizing expenditures; and reports to technical and political committees as required.

• Manages all maintenance programs; initiates and follows Corporate standards; ensures regulatory and safety requirements are adhered to; implements monitoring and assessment programs; and manages performance.
• Identifies resources and liaises with project and division managers to ensure adequate maintenance representation on capital projects.
• Contributes to the Enterprise Asset Management system, including establishing user requirements, and providing user system services as are required.
• Ensures the delivery of preventative and corrective maintenance programs; manages the development and implementation of maintenance strategies to optimize performance and reliability; ensures maintenance engineering and technical services are managed effectively; manages metrics for continuous improvement.
• Responsible for supervising, directing and motivating staff and monitors performance towards division, department and corporate objectives; ensures staff adhere to corporate and board policies.
• Leads, coaches, mentors and develops staff recognizing the importance of leadership, supervisory and technical training; develops and sustains a flexible workforce encouraging staff to pursue opportunities that complement their skills and experience and manages succession plans for division.
• Liaises with other departments, external agencies, municipalities and the public on maintenance issues and concerns; partners with consultants and technical associations to further the division’s objectives.
• Leads the implementation of strategic goals and ensures the division’s activities are consistent with the organization’s values and goals.
• Provides leadership to address critical and complex equipment and infrastructure repairs; coordinates staff and advises on difficult decisions about regarding shut downs, repairs and equipment replacements.

• Performs other related duties as required.

To be successful, you have:
• A University degree in engineering or other relevant field and 10 years of recent, related progressive experience; or an equivalent combination of training and experience.
• Formal professional or technical designation in appropriate area of expertise.
• Extensive technical expertise in the maintenance of utility systems related to wastewater operations (including drainage); superior understanding of maintenance aspects affecting the design, construction, and operations and maintenance of wastewater facilities, safety requirements, regulatory requirements and relevant municipal bylaws.
• Excellent budgeting and financial management skills. Demonstrated ability to manage and monitor budgets, meet financial objectives and ensure the effective and efficient expenditure of allocated funds. Excellent contract administration and project management skills including the ability to resolve complex issues.

• Excellent written and oral communication skills including sound report writing and presentation skills. Persuasively communicates complex information to diverse audiences and upholds the reputation the organization in communications with external agencies, the media, elected officials, and the public.

Summary

• Initiates investigations regarding permit, authorization and code of practice compliance and undertakes enforcement policy actions including making referrals to CRD Bylaw enforcement, obtaining evidence to support legal action and presenting evidence in court when required.
• Prioritizes and schedules inspections to meet program targets.
• Evaluates waste discharge proposals, engineering drawings and other information and provides information and feedback regarding bylaw compliance.
• Investigates complaints and reports regarding discharges of contaminants into CRD collection systems and treatment facilities.
• Assesses the practical application of bylaw requirements and recommends appropriate amendments.

• Provides audit and/or reporting services to, and coordinates inspections with other programs including Cross Connection and Control, Demand Management program and the Stormwater Harbours and Watersheds program.
• Provides recommendations and guidance to business owners, operators, managers, and contractors regarding bylaw compliance.
• Performs spreadsheet preparation, contaminant load calculations, data entry and record keeping.
• Prepares correspondence, compliance letters and writes technical and other reports.
• Analyzes and evaluates ICI water use, wastewater and compliance data and performs quality assurance checks.
• Enters data into a compliance database and carries out record extraction, quality assurance checks, reporting, statistical interpretation, inspection planning and liaison with the Information Technology department regarding database requirements.
• Works proactively with stakeholders, including local and senior government, to share information, coordinate site visits and achieve multi-jurisdictional compliance.
• Researches developments in ICI waste management practices and waste treatment technologies.
• Provides technical services to other Parks and Environmental Services projects or programs as required, including inspections, outreach, research, preparation of reports and program information.
• Initiates and facilitates stakeholder involvement and input regarding proposed amendments to the sewer use bylaw.

POSITION SUMMARY: Under the general supervision of the Superintendent Sewer & Water, is responsible for the supervision and operation of the Contract Project Services Unit and the Water Metering repair and installation area.

MAJOR RESPONSIBILITIES:

1. Directs the supervision, operation, and maintenance of the Unit.
2. Hires, trains, directs, develops job descriptions, carries out performance reviews, recommends levels of pay, disciplines, investigates compensation claims and accidents, approves vacations and leaves of absence, terminates and organizes the work force to carry out the Unit’s services.
3. Provides overall management for specific projects involving design, construction, and commissioning through co-ordination with consultants, other divisions and management.
4. Confers with consultants, contractors, regulatory agencies, other governmental organizations, peers, senior management and the public.
5. Plans and oversees the initiation of expenditures, identifies priorities, develops unit budgets and monitors expenses for budget compliance.

6. Ensures that plans, procedures, standards, safety precautions and rules are put in place and staff work in compliance with all related Provincial, Federal and Corporate regulations, requirements and policies.
7. Arranges for insurance, equipment, procedures and controls to be in place to protect the Municipality from civil liabilities.
8. Prepares and ensures record keeping, drawings and reporting requirements are maintained in compliance with all related regulations, requirements and policies.
9. Promotes and oversees the development of work practices, training programs and staff involvement, to ensure worker safety, efficiency, employee development and fair working conditions.

QUALIFICATIONS:

Education/Experience:
• Degree in civil, mechanical, chemical or environmental engineering, or related field, with three years combined administrative and supervisory experience, preferably in the municipal sector; or
• Diploma in an engineering technology field; or related field; with five years combined administrative and supervisory experience, preferably in the municipal sector; or
• Class IV certificate of competency for water distribution and a Class III licence for wastewater collection; with five years combined administrative and supervisory experience, preferably in the municipal sector; and
• Proven experience in installation of infrastructure, asset management and maintenance programs

Skills/Abilities:
• Strong leadership skills together with the ability to motivate staff
• Must be at a basic skill level in word processing and spreadsheet software
• Excellent problem-solving skills
• Must be capable of interpreting construction drawings and maintenance/operations manuals
• Must possess proven decision-making abilities and excellent communication and report writing skills.
• Must possess a sound knowledge of all water metering programs and bylaws and be knowledgeable in the repair/installation of water meters.
